{"id":19500,"date":"2022-02-27T18:18:34","date_gmt":"2022-02-27T23:18:34","guid":{"rendered":"https:\/\/www.irandemocratic.org\/public_html\/news\/?p=19500"},"modified":"2022-02-27T18:18:34","modified_gmt":"2022-02-27T23:18:34","slug":"amnesty-international-outline-priorities-for-the-49th-session-of-the-un-human-rights-council","status":"publish","type":"post","link":"https:\/\/www.irandemocratic.org\/public_html\/news\/19500\/","title":{"rendered":"Amnesty International Outline Priorities for the 49th Session of the UN Human Rights Council"},"content":{"rendered":"<div class=\"td_block_wrap tdb_single_author tdi_69 td-pb-border-top td_block_template_1 tdb-post-meta\" data-td-block-uid=\"tdi_69\">\n<div class=\"tdb-block-inner td-fix-index\">\n<div class=\"tdb-author-name-wrap\"><span class=\"tdb-author-by\">Written by<\/span><a class=\"tdb-author-name\" href=\"https:\/\/www.ncr-iran.org\/en\/author\/sedighe-shahrokhi\/\">Sedighe Shahrokhi<\/a><\/div>\n<\/div>\n<\/div>\n<div class=\"td_block_wrap tdb_single_date tdi_70 td-pb-border-top td_block_template_1 tdb-post-meta\" data-td-block-uid=\"tdi_70\">\n<div class=\"tdb-block-inner td-fix-index\">27th February 2022<\/div>\n<div>\n<p>Ahead of the 49<sup>th<\/sup>\u00a0session of the United Nations Human Rights Council, which is set to begin on February 28, Amnesty International has put forward several key priorities to be discussed and considered regarding the human rights crises in Iran.<\/p>\n<p>They are urging the Human Rights Council to \u2018take a more robust approach to the crises in Iran, \u2018including the establishment of effective monitoring and investigative mechanisms.\u2019<\/p>\n<p>Amnesty International said, \u201cAs the authorities in these countries refuse to cooperate with existing human rights mechanisms and processes, and the situations continue to deteriorate, the HRC cannot continue with \u2018business as usual.\u2019<\/p>\n<p>A further request is the renewal of the mandate of the Special Rapporteur on Iran. Amnesty is urging the HRC to increase its focus on the \u2018systematic\u2019 human rights violations in the country, as well as the institutionalized impunity that officials of the Iranian regime are surrounded by, protecting them from being held accountable for their past and ongoing crimes against humanity.<\/p>\n<p>To address this impunity, Amnesty has also called for an independent mechanism to be created, \u2018with a mandate to collect, consolidate, preserve, and analyze evidence for future investigations and, if there is sufficient admissible evidence, prosecutions\u2019 under international law for the perpetrators of the atrocities in Iran.<\/p>\n<p>In one of its recommendations, Amnesty International said, \u201c\u2026the crimes under international law and human rights violations requiring investigation by such a mechanism should include the\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/05\/iran-details-released-of-304-deaths-during-protests-six-months-after-security-forces-killing-spree\/\">unlawful killing of hundreds<\/a>\u00a0of unarmed men, women, and\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/03\/iran-at-least-23-children-killed-by-security-forces-in-november-protests-new-evidence\/\">children<\/a>, and widespread commission of arbitrary detention,\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde13\/2891\/2020\/en\/\">torture and enforced disappearances<\/a>\u00a0during and in the aftermath of the crackdown on nationwide protests in November 2019.\u201d<\/p>\n<p>Amnesty said that these investigations should extend to past crimes against humanity, in relation to the mass executions of thousands of political prisoners in 1988, and the numerous enforced disappearances in the same year.<\/p>\n<p>The systematic human rights violations in Iran, as well as the entrenched impunity surrounding those responsible for the brutal crimes against humanity, have stemmed from the international community\u2019s failure to investigate the officials involved in the crimes. There is clear evidence of the regime\u2019s current president\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde13\/4314\/2021\/en\/\">Ebrahim Raisi\u2019s<\/a>\u00a0direct involvement in the 1988 massacre, but he has never been held accountable for his actions.<\/p>\n<p>In 2021, thousands of Iranian citizens were subjected to interrogations and unfairly prosecuted and detained, simply for exercising their human rights in a peaceful manner. To this day, hundreds of them are still unfairly imprisoned, with many being detained on bogus charges.<\/p>\n<p>Protests are routinely crushed by the regime\u2019s security forces, who have often\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2021\/07\/iran-security-forces-use-live-ammunition-and-birdshot-to-crush-khuzestan-protests\/\">unlawfully used lethal force and birdshot<\/a>\u00a0to quell the unrest. Many Iranian prisoners have been subjected to torture and\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2021\/08\/iran-leaked-video-footage-from-evin-prison-offers-rare-glimpse-of-cruelty-against-prisoners\/\">other ill-treatment<\/a>, including being denied adequate medical care. Also, to this day, many\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2021\/09\/iran-a-decade-of-deaths-in-custody-unpunished-amid-systemic-impunity-for-torture\/\">suspicious deaths in custody<\/a>\u00a0have never been investigated and remain unpunished, despite reports outlining the causes and the perpetrators involved.<\/p>\n<p>Amnesty International said, \u201cThe authorities continued to\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/documents\/act50\/3760\/2021\/en\/\">use the death penalty as a weapon<\/a>\u00a0of political repression against dissidents, protesters, and members of ethnic minority groups and also for alleged offenses by children. Dissidents and journalists based abroad also face\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde13\/3546\/2021\/en\/\">intensified risks of abductions and executions.\u201d<\/a><\/p>\n<p>The Special Rapporteur on Iran, in his\u00a0<a href=\"https:\/\/undocs.org\/A\/76\/160\">July 2021 report<\/a>\u00a0to the General Assembly, stressed the need for the international community to call for, and to help ensure that accountability for the \u2018gross\u2019 human rights violations in Iran is gained.<\/p>\n<p>His upcoming report for this year will give the international community the opportunity to openly respond to the impunity that regime officials have been enjoying for the past four decades.
