The European so-called Special Purpose Vehicle (SPV) package for Iran, is a clearinghouse-like mechanism that barters Iranian exports for their European substitutes thereby circumventing the U.S. sanctions. But this isn\u2019t just a solution to the resolution of JCPOA question in Iran and the resolution will also have far broader effects in the inner-quarrels between the ruling Iranian factions.<\/p>\n
The most recent development of Europe\u2019s decisions to implement new sanctions against Iran because of the regime’s recent terrorist activities on European soil, particularly in Denmark and France, is a good example.<\/p>\n
Keyhan newspaper, close to Khamenei, published an article on December 9 titled \u201cthe European Union was supposed to bring guarantees but brought sanctions\u201d and, quoting the Financial Times, writes: \u201cNew sources have indicated that the representatives of EU\u2019s member states will discuss the implementation of limited sanctions against Iran in a meeting in Brussels on Monday.\u201d<\/p>\n
\u201cOn Friday, Western diplomats told the FT that the foreign ministers of the EU will discuss in their next meeting in Brussels sanctioning Iran for claims of Iran\u2019s involvement in (terrorist) actions in Denmark,\u201d Keyhan adds.<\/p>\n
\u201cThe European side, while expressing outrageous claims against our country\u2019s ballistic missiles capabilities, is already talking about implementing new anti-Iranian sanctions. Unfortunately, the diplomatic establishment is still following the passive and damaging approach of \u2018unilateral implementation of the JCPOA at all costs\u2019,\u201d the newspaper continues.<\/p>\n
Keyhan further ridicules Rouhani\u2019s approach and writes: \u201cInstead of Europe\u2019s anti-Iranian approach and Europe\u2019s clear resonance with the U.S., senior government officials have declared that \u2018Europe is with us!\u2019 and that \u2018we have received positive news from the European side!\u2019 and that \u2018the European side is planning to compensate for America\u2019s abandoning [of the JCPOA]!\u2019\u201d<\/p>\n
Fars news agency, the mouthpiece of the IRGC, also published an article on December 9 titled \u201cThe European Union is discussing \u2018limited sanctions\u2019 against Iran\u201d and wrote: \u201cThe EU claims that it is trying to neutralize the effects of the unilateral U.S. sanctions against Iran\u2026 and keep the deal.\u201d<\/p>\n
The news agency further quotes a European diplomat saying about the discussion around Iran\u2019s ballistic missiles program and its regional activities: \u201cThis shows that our discussions about Iran isn\u2019t limited to the JCPOA, but there are also other parameters.\u201d<\/p>\n
In an interview with Iranian national television, Levan Dzhagaryan, Russian ambassador to Tehran, said: \u201cThe Europeans just talk and there won\u2019t be anything operational in favor of Iran.\u201d<\/p>\n
\u201cEuropean measures to counter U.S. sanctions against Iran haven\u2019t been more than talks and until now there hasn\u2019t been any actions,\u201d Dzhagaryan reiterated.<\/p>\n
When the reporter asked the Russian ambassador about how much hope there is that the suggested package will become operational, he answered: \u201cBetter ask the Europeans. They were supposed to unveil their suggested package before the second round of the sanctions was implemented but that didn\u2019t happen. In discussions with the Russians, they\u2019ve declared that they are trying to present their suggested package called SPV, but they haven\u2019t yet informed [us] about the mechanism and the implementation timetable.\u201d<\/p>\n
While the Russian ambassador doesn\u2019t sound very optimistic about the so-called Special Purpose Vehicle and the European commitment to compensate Iran for the U.S. sanctions, Iranian officials continuously say that they expect Russia and China to act in cooperation with the EU to implement the European package to rescue the JCPOA and help neutralize the effects of the new sanctions.<\/p>\n
